NYS CIO/OFT has revised the New York State Policy, NYS-S07-001. This new policy took effect on January 27, 2010. NYS-S07-001 formerly required state agencies and authorities having access to broadband service to provide real-time webcasting of Open Meetings to the public. This new policy aligns with a directive released to state agencies and public authorities by the Office of Taxpayer Accountability (OTA) and is expected to result in cost savings to New York State.

The new accessibility standard:

  • Excludes open meeting webcasts from the requirement that all state agency webcasts have synchronized captioning of the speech or other audio content contained in the webcast; and
  • Permits, but does not require, an agency to live stream a webcast meeting. Agencies should, at a minimum, post a video or audio file to the Web within two business days of the respective meeting. The agency should provide transcription or closed captioning for the audio or video file upon request.

In compliance with the directive issued by Office of Taxpayer Accountability (OTA), DCJS will now post video recordings of the Agency's public meetings within two business days after the meeting, instead of live webcasting. To ensure that the recording will be accessible to individuals with disabilities, pending approval of the public meeting minutes, the Agency will post draft minutes along with the recording. Upon request, the Agency will also make a transcript of the meeting available.

All webcasts will be available on this webpage for a minimum of thirty (30) days. In accordance with the General Retention and Disposition Schedule for New York State Government Records, authorization No. 90372 Minutes, Agendas, Meeting Files and Recordings of Governing and Advisory Bodies, the Agency shall retain a copy of each of its webcasts for a minimum of four (4) months. After the first thirty (30) days, retention will be in off-line storage (such as CD).
