New York Data Exchange (NY-DEx)
An Investigative Approach
The New York Data Exchange (NY-DEx) System is now live with 55 law enforcement agencies. NY-DEx is designed to assist law enforcement agencies in the investigative analysis process and provide the opportunity for proactive policing by enabling data-sharing across jurisdictions. NY-DEx contains specifics for database, data quality, National Information Exchange Model (NIEM) conformant Extensible Markup Language (XML) data sharing, and search and business intelligence query and analysis through the Integrated Justice Portal.
User access to the system will begin in January 2012 with single sign-on into the FBI's National Data Exchange (N-DEX) Search via the Integrated Justice Portal.
NY-DEx will provide functionality to query the source agency's records management system database and send the data forward to the NY-DEx data repository via the NY-DEx client application. The NY-DEx client application also provides the functionality to apply record-level sensitivity business rules upon which the dissemination of the information/data is controlled. These rules are defined and set by the local data contributors. The data contributors will be able to set the sensitivity rules associated to the records based on criteria including, but not limited to UCR Type, Incident Type, and Incident Number. The sensitivity levels are:
LEVEL 1 – NOT RESTRICTED (GREEN)
NY-DEx shall provide the capability for data contributors to share all of their data.
LEVEL 2 – CONTROLLED (YELLOW)
NY-DEx shall provide the capability for data contributors to specify controlled or “pointer based” sharing of data (i.e. provide point of contact information only). The source agency can view the data; NY-DEx will provide incident number and contact information to all other agencies.
LEVEL 3 – RESTRICTED (RED)
NY-DEx shall provide the capability for data contributors to restrict data they submit to NY-DEx. This level is reserved for the most restricted investigations and investigative information. The source agency can view the data; NY-DEx will restrict access to the data to all other agencies.
The source agency will have the option to send their data forward from the NY-DEx data repository to the N-DEx data repository, making their data available to other states and federal agencies. The same sensitivity levels apply for N-DEx.
To assist in the investigative analysis process, source agencies will be provided access to search both NY-DEx and N-DEx data from the Integrated Justice Portal, enabling one-stop shopping. The first release will enable single sign-on to the FBI N-DEx Search System. The second release will enable NY-DEx Search.
How will I access NY-DEx through the Integrated Justice Portal?
NY-DEx access through the Integrated Justice Portal’s connection to the Federal N-DEx site will be made available to authorized law enforcement agency users on an agency-by-agency basis, as local police departments execute a memorandum of understanding (MOU) with DCJS. To date, 80 agencies, including the New York State Police, have signed an MOU to utilize the system. In addition, DCJS is collaborating with Erie County and the Albany Police Department by assisting with implementation of the NY-DEx inbound exchange.
