The New York State Division of Criminal Justice Services (DCJS), an Executive Agency of the State of New York, announces the release of its Request for Proposal (RFP) for a Vendor-Managed Civil Fingerprint Capture System RFP CJS2008-09.  DCJS seeks proposals from qualified Offerers.  Qualifications and mandatory requirements are published in the RFP for this procurement which may be downloaded from this website at the link below. 

The release of the Vendor Managed Civil Fingerprint Capture System RFP initiates the Restricted Period which commences on June 30, 2008 with the release of the RFP.  The Restricted Period continues in effect until further notice.  State Finance Law requires that a governmental entity incorporate a summary of its policy and prohibitions regarding permissible contacts during a covered procurement.  Pursuant to the State Finance Law, this RFP includes this summary.  DCJS has imposed certain restrictions on communications with the Division of Criminal Justice Services (DCJS) and employees during this procurement process. 

Effective January 1, 2006, all Vendors and persons acting on their behalf who communicate or attempt to communicate with DCJS with respect to this procurement are subject to the requirements and restrictions set forth in Chapter 1 of the Laws of 2005, as amended by Chapter 596 of the Laws of 2005 (“the Procurement Lobbying Act”).  The Restricted Period for this procurement commenced on May 1, 2008 and will continue until approval of a contract by the Comptroller of the State of New York.  During the Restricted Period for this procurement, ALL communications must be only as directed by DCJS and only to the Designated Contact identified by DCJS.  Violation of the Procurement Lobbying Law can result in penalties.
