Westchester County Probation Department
This project provides the criminal courts with a sentencing alternative through the use of community service for individuals with sentences of adjournment in contemplation of dismissal, conditional discharge or probation. Participants will be required to make reparation for their crimes through performance of community service. The project monitors compliance with release conditions. Project operations also include participant selection, worksite selection and oversight, court/probation notification activities, referrals to human services and management of accident/liability reports.

CHOICE
This project will provide all criminal court clients, the opportunity to be interviewed. The interview process objectively assesses the defendant's qualifications for release through release on his/her own recognizance (ROR), or, where the court determines the risk of absconding to be greater, through release under supervision (RUS). Program operations include monitoring functions, where appropriate, and court notification of those who fail to satisfy release requirements.

Westchester County Department of Community Mental Health
Agency case-management services are primarily assessment, referral, court advocacy, monitoring and supervision. This agency also refers clients for bail expediting, court-ordered restrictions, counseling, education services, fine imposition/fee collection, housing assistance, drug and alcohol rehabilitation and residential services. Target populations are those 16 and older with mental health, alcohol or drug problems who are also charged with a misdemeanor or felony.


WESTCHESTER COUNTY DIRECT TREATMENT ATI PROGRAM

Westchester County Probation Department
This program provides direct treatment and refers clients for residential services and drug and alcoholism rehabilitation. Target populations are convicted individuals that have their sentence reduced from a felony.


WESTCHESTER COUNTY BAIL EXPEDITING PROGRAM

CHOICE
This program involves prompt screening of newly admitted individuals to the Westchester County Jail who are being held on bail and do not have holds. The program identifies individuals in need of community-based services and case management upon their release and offers those services.

CHOICE
Agency services are assessment, enhanced-information services and monitored release. Target populations are all pretrial detainees, 16 and above, who were not released on their own recognizance after having received a positive recommendation by Pre-Trial Services.

Westchester County Department of Corrections
This program serves male incarcerated individuals aged 18 to 24 years old at the Westchester County Department of Corrections. This project provides support, safety, and security and encourages young individuals to become productive members of their community. The program encourages participants to accept responsibility for their criminal activities and provides discharge planning and implements community-based aftercare.

Osborne's Court Advocacy Services (CAS) has recently expanded into Westchester County, who recently passed a law establishing an independent Assigned Counsel Plan. CAS proposes to serve individuals charged with a misdemeanor and/or felony-level offense who are subject to a sentence of incarceration. Local CAS mitigation specialists will conduct a thorough client assessment, including document review, biopsychosocial interview, use of standardized tools, and background investigation, and then use the assessment findings to develop an individual case plan and present it to the court, supported by the necessary work products, such as Bail Applications and Pre-Plea or Pre-Sentence Memoranda. Defense counsel will use this material to promote a range of alternatives, including probation, substance use disorder treatment, educational or employment programs, case dismissals, reduced charges, lower sentencing ranges, and the adjudication of Youthful Offender status. CAS plans may also include recommendations for deferred sentencing so that defendants in community programs can prove their commitment to rehabilitation while a plea deal is being negotiated and earn the best outcome possible. CAS staff will also provide case management to clients through the pendency of their court cases, extending this support for up to six months post-mandate as needed.

Westchester County Correctional Facility
This program provides jailbased Cognitive Behavioral Interventions within the Westchester County Correctional Facility in an effort to reduce the recidivism rate for incarcerated individuals by working to develop emotional wellness and positive behaviors. The program uses CBI Interactive Journaling which directly addresses the underlying mental and emotional causes of recidivism, which helps equip incarcerated individuals to more easily transition to life outside of the criminal justice system. The program also links participants with imminent release dates to transitional support services such as housing assistance, employment services, and access to medical care.
