NEW YORK STATE DIVISION OF PAROLE PRESENTS ANNUAL AWARDS

Awards presented for public safety and community services

New York State Division of Parole Chairman and CEO George B. Alexander commended nearly two-dozen honorees for public safety, community service and bravery at the New York State Division of Parole Annual Awards Ceremony.

The annual ceremony, held at the Hall of Springs in Saratoga Springs, New York, pays tribute to the courage, perseverance, hard work and dedication of sworn and non-sworn members of the New York State Division of Parole.

Chairman Alexander stated, “As we move forward with our efforts to improve the re-entry process and deliver a heightened sense of public safety, we must never forget those within this agency that are responsible for getting the job done. It is with their dedication and hard work that this agency is able to accomplish its mission."

The following awards were presented:
Vincent DeFilippis Law Enforcement Recognition Award

Police Officer David Askins - Springfield Police Department

In recognition of your demonstrated courage in the pursuit of justice and personal sacrifice for public safety while enforcing a New York State Parole violation warrant. Your actions were heroic and an example of the finest traditions in law enforcement.

Gary Mattison, United States Marshal - United States Marshal Service

In recognition of your relentless tenacity and dedication in facilitating the search, capture and return to justice of the Division of Parole’s Most Wanted notorious sexual predator Alan Horowitz.

John Bilich, Deputy Commissioner - NYS Division of Criminal Justice Services

In recognition of your continued support to the Division and your tireless efforts throughout your criminal justice career to ensure the Division of Parole’s inclusion in law enforcement initiatives throughout New York State.

Linda Mills Award for Community Service

Detrel Howell, Parole Officer - Manhattan VI Area Office

In recognition of your hard work and dedication along with a genuine Concern for the parolees under your supervision and their transition into the community as law-abiding citizens, you reach beyond the parolees and their families to tap the resources of the larger community. You have an excellent rapport with city agencies and community organizations expediting the delivery of services to your parolees. Your actions exemplify the very best in what this agency strives to accomplish.

Russell G. Oswald Award

Angelo Ervolina, Senior Parole Officer - Auburn Correctional Facility Parole Office

In recognition of your leadership skills in maintaining an effective balance that ensures a high functioning work environment which promotes morale and effective working relationships not only within the Division, but those that extend to our criminal justice partners as well.

Jack Weisz Award

In recognition of the outstanding work you have accomplished in all aspects of the revocation process as well as your passion for helping people and your dedication to the Parole mission, has provided valuable aid to the staff working in the Utica Sub-Area Office.

Fernando Correa, Mail & Supply Clerk I – Manhattan II Area Office

In recognition of your professional and industrious nature, which is repeatedly evidenced in the day-to-day work you do. You are a valuable asset to the Division of Parole’s Manhattan Area Offices.

Vickie Devlin, Agency Program Aide –Watertown Correctional Facility Parole Office

In recognition of your commitment to excellence in demonstrating outstanding organizational skills and your dedication to parole operations.

Jean Alvarado, Agency Program Aide – Bronx I

In recognition of your knowledge and professionalism in support of Agency operations in the Bronx as well as your dedication and tireless effort to exceed expectations, exemplify what a true public servant represents.

Rick Eckhardt, Supervisor of Data Processing – Office of Information Technology

In recognition of your dedicated and tireless efforts to accommodate Parole Operations staff needs in response to new law changes, the demands were great and you consistently responded by providing whatever system enhancements were needed for the implementation of the Division’s initiatives.

Sharon Althiser, Keyboard Specialist II – Summit SICF

In recognition of your dedication and perseverance as well as your proactive approach in coordinating all aspects of the parole office to maintain that all platoons went to the Parole Board on time, that all residences were approved and that all work was carried out in a timely manner while the Facility Parole Officer I was called to military duty in Iraq for fifteen months.

Contributions to the Violations Process

Timothy O’Brien, Deputy Director – Statewide Facility Parole Operations

In recognition of your commitment to excellence with the development and implementation of the Certificate of Disposition in the violation process. The use of the Certificate was implemented statewide and its success in processing parole violators through the system in an efficient manner has been embraced by local facilities and is a cornerstone in the Division’s parole violator initiative. Your contributions to the violation process continue to make the agency more proficient and respected in the localities as well as other agencies.

Your perseverance to parole work has enhanced the Division’s reputation and strengthened its mission to promote public safety.

Staff include: Steven Whitbeck, Sandra Hamlin, Nicole Plantz, and Donna Klein.

In recognition of your achievements formulating best practices dealing with parolees under strict and intensive supervision; assisting in the development of a database to track such offenders; training staff statewide for supervision of these cases; as well as working collaboratively with a myriad of State agencies bringing the Division into compliance with the Sex Offender Management and Treatment Act.
