Any time prior to the maximum expiration of an indeterminent sentence, a released or discharged inmate may be returned to the New York State Department of Correctional Services following a valid legal or administrative process.
No Youthful Offender (YO) admission code exists in the New York State Department of Correctional Services (DOCS) system. However, this status is based on finding a YO crime as the first or "controlling" crime.
The term "Paper" is used by DOCS to refer to admissions/releases where the inmate is not actually physically admitted or released. For example: an inmate reaches his Conditional Release Date while awaiting admission to DOCS as a violator.
